SFP Seeks a Monitoring, Evaluation, and Knowledge Specialist Consultant for the Global Marine Commodities II (GMC2) Project

Opportunity

Sustainable Fisheries Partnership (SFP) seeks a Monitoring, Evaluation, and Knowledge Specialist Consultant (MEK Consultant) to provide defined monitoring, evaluation, and knowledge products to support the Global Marine Commodities 2 (GMC2) program in the Pacific Central American Coastal Large Marine Ecosystem (PACA) and the Canary Current Large Marine Ecosystem (CCLME) of Northwest Africa.

This consultancy offers an opportunity to support lasting improvements in fisheries and seafood supply chains. By helping GMC2 track progress and capture practical lessons, the consultant will contribute to knowledge and practices that participating organizations and communities can continue using beyond the life of the project.

This consultancy requires expertise in monitoring and evaluation, information coordination, data integration, and reporting. Experience in environmental programs, fisheries, or social development is desirable. Prior work on UN or NGO-funded projects is an advantage.

Scope of Work

This Consultancy will turn information from six participating countries and global activities into clear performance reports and practical project learning. The consultant will prepare defined technical products that help SFP assess progress, identify challenges, and document lessons from fisheries and seafood supply-chain interventions. SFP staff will retain responsibility for strategic direction, approval of project frameworks, and management decisions.

Current-State Assessment

  • Assess the materials supplied by SFP, existing indicator and baseline records, evidence sources, reporting arrangements, and knowledge materials.

  • Identify usable work, material gaps, source owners, and priorities for the first year.

  • Recommend whether existing tools should be adopted or adapted for an M&E framework.

Internal Monitoring and Reporting Support

  • Use information supplied by project contributors to prepare monthly internal summaries of progress against the approved work plan and milestones, material challenges and delays, and possible responses for project management consideration.

  • Each quarter, update indicator status and identify evidence gaps, missing information, and unconfirmed results.

External Project Reporting Support

  • Prepare technical sections, indicator tables, and narrative inputs for SFP review and reporting to UNDP.

  • Identify the sources of reported results, missing or unconfirmed information, and propose M&E priorities and resource needs for the next project cycle.

The Project Coordinator remains responsible for quarterly and annual reports and official submission.

Knowledge Transfer Support

  • Working within the knowledge-transfer framework established by SFP, prepare a first-year Lessons Learned document on an agreed theme, drawing on project records and contributor input.

  • If SFP selects it for IW: LEARN, provide the substantive text needed for that submission.

Communications will manage design, publication, and dissemination.

Consultant Qualifications

  • Education: Degree in monitoring and evaluation, international development, environmental or social sciences, statistics, public policy, or a related field, or equivalent relevant professional experience.

  • Monitoring and Evaluation: Demonstrated experience applying results frameworks, tracking indicators, reviewing supporting evidence, and assessing progress against work plans and milestones.

  • Data Analysis and Reporting: Strong analytical and technical writing skills, including experience consolidating information from multiple contributors into clear progress reports and management recommendations.

  • Knowledge Documentation: Experience preparing lessons-learned documents, case studies, or similar products that explain project experience and its practical implications.

  • Gender, Safeguards, and Participation Reporting: Ability to interpret and incorporate information supplied by specialists on gender, stakeholder participation, and environmental and social safeguards, including relevant disaggregated indicators.

  • International Collaboration: Demonstrated ability to deliver independently against agreed deadlines and coordinate information requests and reviews with remote, multilingual teams.

  • Languages: Excellent verbal and written skills in English, Spanish, and French, including the ability to review project records and communicate with regional contributors.

  • Preferred Experience: GEF- or UNDP-funded projects or NGO experience, donor reporting requirements, and fisheries, marine conservation, or other environmental development programs.
